PLANNED test and end up not sending?

I am applying to UCs and plan to send my application in before the Nov results come out.
There are two problems puzzling me.
1. Do i have to send all the scores to the universities? eg all of the SAT 1 i took before.
2. If i choose the PLAN NOVEMBER option on my app and then end up not sending it, would the colleges put my application aside becaue they still haven;t received the nov one yet? Cause they keep on waiting and waiting?

Please help

they will use whatever you send 'em. Many kids plan to take the Dec test -- and mark that on their app -- but change their mind and skip the test. UC won't care.
