UC budget cuts = higher acceptance rate for OOS?

I've read the articles about Berkeley letting in my OOS students, but will it be the same for all the UC's? I want to go to UCSB and I'm just hoping that me being an OOS will be an advantage, rather than a disadvantage as it once was.
