akashanksta, the EE life here is just as you hear it anywhere else. I can't go in-depth since that's a very general question, but I'll break it down a bit. First off, social activities are always manageable. I often go out on the weekends and actively put my time into about 5 on-campus student organizations at once. It's pretty hectic so I'll be cutting down just a bit, but it's manageable. I'm even able to keep up a relatively good GPA. The average units you take during your entire stay here at UCI will be around 17 units a quarter if you want to graduate in 4 years. It's the same anywhere, and you'll understand more as you attend school.
The best dorm is totally contingent on how you like it. ME is more closely knit with less space inside and outside of the buildings. Things tend to be more close together there. MC is the opposite with a closer feeling to an apartment complex since it's more spacious. Some halls are very active though - sometimes depending on your theme. No matter what theme you pick, you'll run into a social hall as long as you keep yourself active. General interest halls in MC are known to be very social while the other themes tend to be less social. Pick a theme you like or pick general interest for a hall full of partiers. (BTW, as an engineer, you won't be partying as much as they will).
As an answer to your concern about balancing your life, I would say that balancing your life between socializing and partying is a job you must do from now until the end. You need to stay active and make sure you keep fixing the scales to keep that balance intact at all times. This will be running all the way through your PhD-hood if you decide to pursue one.
