i changed my status from living on campus to staying at home

living on campus i was granted 16,600
and my parents and i didn't have to contribute any money to pay for uci
and now i'm granted 11,000 for living at home
i thought they would just subtract 1000 if we changed our status
but now i have to pay off 7000!
i'm sooooooo confused!

11,000 > cost of tuition.

i think that because your choosing to commute that they lowered your financial aid.
UCI's financial aid office does not intend to give you a full ride, so regardless of living inside or outside of the dorm, they want you to make a loan so that they profit from the interest on your loans.

Yeah that's how much it changes when you change your status. I changed mine from off campus to on campus and it went up by the same amount.
