No. Cal Grant is offered by the state of California, while the university grant is given by the school (in this case, UCLA). On one of my visits to UCLA, I was told by a financial aid counselor (if you want to take their word for it) that the Scholarship Recognition Award is basically the same thing as the University Grant, but under a different name for mainly freshmen students.
