I'm confused as to what the difference is...
University Requirements are requirements that you have to fulfill if you want to graduate and are general education requirements basically the same thing?

GE requirements are a part of university requirements. You need to meet GE among other things to qualify to graduate.

You also must meet minimum unit requirement, major requirements, senior residency requirement, senior exit requirement, and some other specific requirements. All of these are listed on UCSC's website. GE is just one aspect you must complete to meet university requirements to graduate.
