What college is best?

My friend is a transfer student, very smart but pretty quiet. Doesn't make friends easily even though he wants to. Computer engineering major, English minor. Likes to play games and cards. Into martial arts. Would like a social environment with some partying, but centrally located, too. Any input would be great!

It sounds like your friend is a little bit of everything. Initially, I would say Crown because he/she is a science major who is smart but quiet. I would guess the social environment here is quite dull though, which is why Crown went from 1st to fourth on my list. All the colleges are close together by bus transport, but eight/oakes are far away from everything. Perhaps Crown/Merrill + 9/10 would be good because they are close to Science Hill, where your friend's classes will be. My best guess is that just about any college will be good for her/him.

I would think that Cowell would be good. just because it isnt specifically leaning towards a sort of person, it might be easier for him to make a large spectrum of friends, as opposed to the same computer/science people im sure he already knows.
