I would suggest you go to the UC website,
UC PATHWAYS, and read the admissions criteria very carefully. The UC system does not consider grades in 9th grade. They do, however, require out of state students to have a minimum 3.4 GPA in certain courses taken during 10th and 11th grade in order to be eligible to apply. Students who meet a certain test requirement also are eligible to apply. The details are spelled out clearly on the website.
However, bear in mind that "being eligible for admission" is not the same as "will be accepted." So, pay close attention to the UC website and its explanation of all of the factors that are considered in admissions.
One other thing to consider is the cost of attending the UC schools as an out of state student. It is over $40,000 a year. Financial aid for out of state students is limited. Out of state students who need financial aid should consider if they'd be better off applying to private schools which might cost the same, but offer better financial aid.
