My grades aren't great
I am a rising junior

GPA:3.2-3.3UW(Terrible freshmen year....a few quarters of Cs and 1 D, but always averaged to an A or B for year.

EC: Member of one the top marching/concert bands in the country

I want to go there to study either CompSci or Physics(Astrophysics) since I hear they are very good programs ...I would also LOVE to intern at the NASA Ames Research Center they have there since it seems 2nd to only JPL(I'd like to try that too)

I would suggest you go to the UC website, UC PATHWAYS, and read the admissions criteria very carefully. The UC system does not consider grades in 9th grade. They do, however, require out of state students to have a minimum 3.4 GPA in certain courses taken during 10th and 11th grade in order to be eligible to apply. Students who meet a certain test requirement also are eligible to apply. The details are spelled out clearly on the website.

However, bear in mind that "being eligible for admission" is not the same as "will be accepted." So, pay close attention to the UC website and its explanation of all of the factors that are considered in admissions.

One other thing to consider is the cost of attending the UC schools as an out of state student. It is over $40,000 a year. Financial aid for out of state students is limited. Out of state students who need financial aid should consider if they'd be better off applying to private schools which might cost the same, but offer better financial aid.

That is very confusing, I don't know A-G courses, but I will have enough classes and credits. And isn't that 3.4 for Eligibility in Local Context?

Honestly $40k is similar to most non state universities as well.
USC would be close to $50k., but I might get more FA.

The ELC process as it was explained to me is as follows:

1) at the end of the JR.year the guidance counselors make available a release form to the top 10% in the JR class at their high schools which allows them to share student info w/ the UC system.

2) The state evauates the students whose info they receive and determines which students are the top 4% in the state.

3) Those students are given an ELC number and it gurantees them admission into the UC system. Not always their top UC choice but I think everyone but Cal and UCLA take the vast majority if not all ELC contenders.

Since the ELC process is looking for the top 4% in CA, it stands to reason that OOS student by definition would not be eligible. However, ther may be a similar program for OOS students of which I am unaware.
