Most of the dorms are filled with freshmen and upperclassmen RAs, as they require all freshmen to live on campus unless they commute from home (I am sure there are also some other exceptions). On top of that there is usually a housing shortage each fall and CU has rented hotel rooms for a short period until things sift out early in the semester.
After their freshmen year, most upperclassmen elect to live in apartments, houses, or in a fraternity/sorority house. There simply isn't enough room on campus, and it usually ends up being cheaper. But for a transfer student, living on campus would be a great way to meet people.
Many of the upperclassmen who choose to live on campus after their freshmen year live in the Bear Creek Apartments, which is part of CU's housing.
The facilities are very nice and are newer than most everything else, so that's a good thing. The downside for some is that it's not on the Main Campus - it's over at Williams Village, which is about a 15-minute walk or short bus ride away. Some people actually like having that separation and the feeling of leaving school and coming "home" at the end of the school day. Others like being much closer.
I don't know specifically how they handle transfer housing and dorm assignment, so you may want to ask admissions for details. Sorry to not be able to give you more information.
