Which URH is better for ENG freshman?

Which Champaign residence hall is better for ENG male freshman? ALLEN / ISR? what else?
This year, housing app is decided by lottery ? Is there any difference for the app submited by May 15 or before Mar?

... this year we do not have a first-come-first-served
system of room assignments. If your application is complete by May 15,
you will be placed into a lottery with every else for room assignments.
So while you cannot apply for housing until after you accept your
admission offer, it will not affect your placement.

IMO it won't matter for a freshman, since some of your classes will be on the quad, like English for example, for which Allen would be closer. Upperclassmen would be better off in ISR.

I read online that the ISR building is mostly full of upperclass students... I'm engineering major as well but I'll be living in the six pack area (its more social).
