Which URH is better for ENG freshman?

Which Champaign residence hall is better for ENG male freshman? ALLEN / ISR? what else?
This year, housing app is decided by lottery ? Is there any difference for the app submited by May 15 or before Mar?

So while you cannot apply for housing until after you accept your

IMO it won't matter for a freshman, since some of your classes will be on the quad, like English for example, for which Allen would be closer. Upperclassmen would be better off in ISR.

It seems ISR is difficult to get in?

I read online that the ISR building is mostly full of upperclass students... I'm engineering major as well but I'll be living in the six pack area (its more social).
