In-State Tuition for Illinois Residents?

I've heard from multiple people that UI is giving In-State tuition to people from Illinois. Is there any truth to this and how would you go about getting that? I would love to go to Iowa but the cost is probably too high if its out of state.

No, Iowa does not have general tuition reciprocity agreements with any state. This includes (but
is not limited to): Illinois, Minnesota, Missouri, Nebraska, South Dakota and Wisconsin.

That's too bad, especially because I heard that University of Illinois at Urbana-Champaign is raising it in state tuition to 20,000. Now even public state schools are expensive.

Total costs at University of Illinois (including room and board) are around $20,000 -- not tuition alone.
