I doubt Ross would bother sending you an email like that if they seriously weren't interested in you anymore. I think the email is just to let applicants know that they're still under consideration so that applicants won't lose all interest in Ross, start thinking about other options, and decide not to attend UMich when they're suddenly admitted a few weeks from now.
I applied EA somewhere other than UMich and was deferred, and now I'm not even considering going to that other place if I'm accepted (though if I had applied regular, never got the deferral, and got accepted, I'd probably go). Colleges letting you know they're still interested in you, even if the decision hasn't been made yet, makes a huge difference in the matriculation rate.
