First of all, a poster has to be noticed by the moderators and those moderators usually discuss the poster's merits and whehter or not he/she would make a good moderator. Generally, they look for people who are even-handed, calm, well informed and, for the most part, impartial.

Then, a connection must be identified between the potential candidate and the forum. For example, it is pointless to have a poster who is exceedingly qualified with MIT or Engineering become the moderator of a LAC or of a Law School forum.
