OOS is pretty competitive, but I think you have a shot. Just make sure your essays are good.

It's a slight reach. Successful OOS applicants usually have 1420+ (about a 32 ACT) and real good ECs and GPA.

i dont think a 30 on the ACT will keep you out

your ACT would be your weakness, but you seem to have spectacular EC's and leadership positions. still, that ACT is going to bite you.
you have a shot, and i think you will be borderline

i agree with everyone else, you have great ECs and be sure to write about your passions in your essays b/c unc is looking for students who will contribute to its campus.

the ACT score is a bit low for out of state, not bad though. but unc converts it to SAT in the admissions process and it is equivalent to about 1980 on the new SAT. if you look at it that way, the converted score isnt that impressive (compared to OOS scores). since ACT doesnt make you send in all your scores like collegeboard does (gosh i hate collegeboard), it wouldnt hurt to retake the ACT and see if you can get it to a 32. if you dont, you can always choose to not send it.

unc looks a lot at essays/ECs, so test scores arent a HUGE matter i guess, but it always helps to get as high a score as possible =]

    good luck!!
