For Notre Dame, if I submit CSS Profile now (the deadline is spring next year) can I get my financial aid offer along with the admission decision in December (or about the same time)? If not I will wait and see the decision before submitting.

Early admits get the FA package at the same time as everyone else.

Yes i think everyone gets it late march. Because it is EA, it is not binding so you do not need to see a aid package along with your decision.
