penn essay questions

hi,
I was just wondering if anyone knows or thinks that the Penn essay questions will be the same next year as this year's because I've noticed they have kept the same questions for a while. Also, is the Why Penn? essay the one where they ask why you would make a good match for Penn, I am pretty sure they are the same but I just wanted to confirm that.
