Why does the Penn academic calendar in the Family Weekend 2009 pamphlet make note of when Rosh Hashanah begins and ends, as well as Passover and Yom Kippur, but not Christmas or Ramadan?

because christmas is during winter break and does not affect the academic calendar

and ramadan's a whole month...

the main reason is that some students who observe the jewish holidays are not able to do as much work during those times, so professors are asked to schedule their assignments to accommodate those students
