Financial Aid International Student

Hi,

I am an International Student from India and want to apply to UPenn in fall 2013

SAT: 2250 (Math 800; CR 680; Writing 770)
SAT II : MathII790 Phys:800 Chem:800
GPA: 4
Won overall academic achievement, subject achievement awards in high school; run of the mill school stuff

ECs
Editor for school newsletter
President of the Science Society
Debate Team
MUN Team
Community Service
VP of Student Government
Won some quizzes
Theatre; participated in form evenings; won inter-school drama competitions
Researched with a lab
Participated in an exchange program with Students from the US

So I was planning to apply for engineering to Penn early decision, but have been told that if I want FA, I will be rejected/deffered for sure. But my marks are not very top notch, so I am concerned that if I dont show initiative I wont get admission. Is it true that Penn only takes international students with FA in rd and not ed. Please help?

Also I was told that an LAC would be quite open to the idea of aid to an international student in ED. Is that true?

What should I do?
