Penn SAT/Subject Tests/ACT Policy

I sent both my SAT and ACT scores to Penn and will be retaking my SATs in October. I'm applying ED and haven't taken subject tests (I know...). Their website says that I have the option of taking either the SAT and two subject tests or the ACT Plus Writing. I'm expecting my new SAT to be higher than the ACT...but they require all scores to be sent and I've followed that policy. My question is, do I need to take the subject tests too, or does my ACT exempt me from that even though my SAT is the better score?

Take subject tests if you think you will do well, otherwise I don't think it's necessary.
