I am going into junior year now and my dream college is upenn. I have a 3.7 gpa at a very good high school, amazing extra-curricular and am now focusing more on the college entrance exams. I took two practice tests, one for sat and one for act and scored 1660 sat and 28 act. The 28 act score is clearly more impressive, but does upenn frown on just sending in act scores? Should I take both tests or just stick to the act? I have about a year to prepare, and this question also applies to all the ivy leagues.

Penn doesn't discriminate against either tests, it takes the highest score from either test. It would be a good idea to take the ACT and SAT one time to see which one you actually are better at during the real thing, and then work on the score that is higher from there.

Take more practice tests, but if your scores continue to favor the ACT, then only take the ACT officially. It's not a problem if you take only take the ACT. Also, some schools, such as Penn, don't use score choice. That means that you must send them all your scores, no matter how bad they are.
