Upenn nor Stanford has Early Decision 2. There is just early decision for Upenn and restrictive early action for Stanford. The amount of scholarships and financial aid do not decrease, but, if accepted, will be difficult to back out of. You might get bad financial aid and be trapped with it, that's all.

Restrictive Early Action : Stanford University
This is straight from their website- call an admissions officer if you're still uncertain

This is NOT TRUE. If the financial aid awarded by Penn is insufficient, an accepted ED applicant is allowed to decline the ED offer of admission. Of course, before declining the ED offer, the applicant also can see if Penn will increase the financial aid award.

Well, of course, but I said, it's difficult to change. You can always back out but it's difficult.

^ From what I've heard, it's not difficult at all. You just tell them that the FA is not sufficient, and that's it. Remember that accepted ED applicants have at least 10 or so days after they receive their decisions to formally accept the ED offer of admission and pay their deposits.

The real difficulty in turning down an ED acceptance at Penn is not Penn challenging your reasons. It's that you don't know yet whether any equivalent college will accept you, or give you even as much financial aid as Penn offered, and you can't go back into the RD pool at Penn. So you may be turning down Penn in favor of your deepest safety, and without even saving a lot of money. That's really hard to do, and hardly anyone does it.
