If that's unweighted, it's possible. If you go to a competitive school, have taken loads of APs, and have >2200 SAT, you are still in the running if we're just talking about numbers/scores. Don't forget that strong ECs can help and essays are factors too. I say you should still apply.

Yes, but you should have excellent SATs, courseload, EC's, and Essays to make up.
