When you do not get contacted for an interview, it is only because there is no one available to do it in your area. That may be because no one who volunteers lives nearby or because those who do volunteer have more applicants than they can handle. It has nothing to do with the quality of your candidacy for admission. Just as the application is need blind--the interviews are quality blind. It's just a manpower issue. Because not every one has an equal chance to be interviewed, it can only carry so much weight.
As for the timeline--interviewers are asked to complete their work by the middle of February--no later than the end of the month. If evaluations arrive after that, there is no guarantee that they will be considered.
