LoR from 10th grade teacher?

So I was looking at Penn's website, and somewhere it said a teacher rec "ideally" should come from a teacher you had in 11th-12th grade, but elsewhere it said they must be in that range. However, I have already asked a teacher I had in 10th grade, as I feel he knows me best and can speak to my intellectual curiosity and desire to learn. We also keep in contact and I run into him a lot, so its not like he doesn't remember anything. Should I ask someone else, or is it alright to have one from him? My other teacher rec will be from a teacher I had in 11th grade.
