You can have your friends stay wherever you want. They can go to classes but you are probably better off doing so in the larger lectures -- taking extra people to smaller seminars or language classes, for instance, might raise some eyebrows and may not be condoned by the professor/teacher.
As long as they aren't visiting during fling, just have the person come with an ID and you'll have no problems bringing them almost anywhere. During Fling, things become a bit tougher.
to answer the inevitable question, there is a fee for non-penn students to enter the quad during fling, and a cap on the number of non-penn students allowed to attend fling events in the quad.
other than this, friends are generally welcome anytime in the dorms, but make sure that the professors of any smaller classes you take are okay with visitors before you bring a friend along. in the larger classes, nobody really cares.
For fling, you have to register them a week before even. Spring Fling is a once-a -year drunkathon.
I think there might be a cap on how many people visit you at a time, and there is a limit to how long people can visit you for. For example, if you have your girlfriend basically living there, they might have a problem
