How are my chances??

Posted in the main chance forum but thought I'd come here as well since this is a dedicated forum.

I'm a Hispanic male in Houston, Texas
Ranked 271/547
My GPA is an awful 2.8 UW. Bad freshman year and yea it kinda came back to bite me. I have an upward trend. Working to make it atleast a 3.0 by the end of the semester.
Took 4 honors classes, no APs. :-(
Have 3yrs of a foreign language if it means anything.
SAT: 1170 (CR+M) 1690 out of 2400. Took it for the first time in October, plan on really going in for a December retake.
Not too many ECs to mention.

So how do I look for USF? Any suggestions and recommendations are greatly welcomed, thanks!

Only about 2% of USF's current freshman class had high school GPAs of less than 3.00. The attached Common Data Set for USF has all the details.

So you have a 2% chance.

Just write an essay where if read, one would cry.
