So I'm in the top 10% of my class, do I get automatic admit into UT Austin?

I am in the top 10% of my class at a public high school in Texas. I read about A&M and they automatically accept top 10% grads. Does UT Austin do the same, because someone told me that if you apply to UTA for highly demanded major (engineering), they might reject you even if you're in the top 10%?

Something I never understood was this: Will A&M accept me guaranteed into the exact college I want (Chemical Engineering) because of the top 10% rule? Will UT Austin?

you are automatically accepted into the university...but not competitive colleges at UT like Cockrell (engineering) and McCombs (business)...

Yes if your in the top 10 percent, you get automatic admission to any public college or university in Texas. However, it doesn't mean that you will get accepted into your university's college of choice, such as UT's Cockrell for example. Those schools have more requirements and are highly competitive.

You could be accepted into the UT School of Undergraduate Studies instead.

What sort of requirements will there be for getting into Cockrell (engineering), since I know it will be pretty competitive. Is it the same situation at A&M (like there are more requirements to get into the engineering college)?

Here is some information from the web page.

Fact Sheet - Cockrell School of Engineering at The University of Texas at Austin

Fall 2007 entering freshmen had an average SAT score of 1316. More than half, 70 percent, are from the top 10 percent of their graduating class, and 9 percent were valedictorians or salutatorians.
Here are the bare minimum math requirements. If you don't meet these, they won't even consider your application. (It is my understanding that students admitted to Cockrell have test scores far beyond these minimum math requirements.)
