It depends on your major. Different colleges have different testing requirements. Check the individual college website and you should find your answer.

My major wants ALEKS now so I'll eventually have to take it but should I bother sending the Math or not?

At the engineering meeting they said that they are going to be moving to ALEKS, but that if you've already taken the SAT2, they will use that, just to make sure they show that they've received it, that there have been issues with College Board.
They also said that they've had problems with people assuming the math portion of the regular SAT would suffice for "math readiness", not understanding that the SATII is different than the SAT. She said that Natural Sciences was using it to good effect and they were going to try it now as well.

Yes you have to write the essays. If you are applying to a competitive major it might be the difference of getting in or not.
If you're applying to liberal arts then maybe it's not as important.

I was accepted to Linguistics before I submitted the essays...but I still had to write them to get into Plan II.
If you want any consideration for scholarships at all you have to write the essays--they use your admissions essays for scholarship consideration.

When will they start sending out letters of acceptance?
Does it matter right now if you don't have everything submitted for honors programs?

I don't know. I think it depends on what major you are applying to. If it is a less competitive major and you are top 10%, you should hear pretty quickly. If it is competitive, even if you're top 10%, it may be a bit because they need to see how you stack up against the others applying. If you are not top 10% it may take even longer...
I don't think it matters if you haven't submitted everything for honors. 2 years ago, my son got accepted for business without having finished his honors apps.

Yeah, I got my acceptance letter 2 weeks after I applied, even though my honors stuff wasn't done yet either. (Business)

So you can go ahead and apply and get accepted without completely being done with your essays?
That's all I have left to done because I'm in top 10% in-state.

You can't submit the application until you are finished with it, I believe. So write the essays before you submit it. Honestly 95% of people are not thinking about applying this early at all, so there is no rush. I applied on Thanksgiving day last year.
Even though you are 10%, that doesn't guarantee you admission into your choice school/major. So if you are trying to Business, Engineering, or Communications, you still need a competitive application.

O yea from reading these threads and stuff I learned that, but I only want to do the College of Natural Science so it shouldn't be too bad, but thanks for the information. I really need to start my essays...:/
