I submitted my app on January 15th at 3 am (Vermont time) and had my application fee waived. Does this mean that I'll be under rolling admission or will get a decision on either Feb 15/Mar 16?

Also, what time do the decisions come out for Feb 15/March 16?

If you are part of the VIP program you would hear back rolling, but otherwise you'll hear 2/15 or 3/15. I don't know the time decisions are posted.
