GPA is low and SAT is average. It will be a tight chance.

Actually, his SAT is unfortunately low for UVM. The average is a 1780. But you still have a shot... I think it's your GPA mainly though that will keep you out if you don't get in. Hopefully you wrote a good common app essay. Good luck!
