How do UVA admissions work?

If I am admitted into UVA, am I admitted into the entire university, or the individual school to which I applied? In other words, if I am admitted to the school of architecture, does transferring to the school of business require a risky application, or is it guaranteed admission? I am on the edge currently with architecture and business, or I may want to do a double major, so I don't know if I want to take the chance at attending UVA if I am unsure I can major in business if I choose to down the road.

Sorry for the badly worded title and question, but I didn't know how else to phrase it. If it is unclear, please respond with your confusions, so I can hopefully clear up my question.

if you applied to a-school, you will only be admitted to the comm-school if your app is competitive. the application process for rising 3rd yrs for the comm-school is generally competitive so it's in no way a sure thing.
