Chances?

In-state, rural area.
White male.

SAT:
600 - Writing
620 - Math
700 - Critical Reading

GPA: 97.6
Class rank: 12/500

No AP's, school doesn't offer them.
-National Honor's Society
-Young Democrats
-Marching Band
-Ecology Club

I do community service at the library and sometimes the local theatre.

I took the SAT II's, as well.

800- US History
610- Math Level 1

I think you have a chance. Your rank is fabulous, and the rural nature of where you are from is important to the mission of state schools of Virginia, i.e. educating Virginians. Best of luck to you.
