I think silversparkles response was about how the GPA is calculated at Vanderbilt, while the original post is about how Vanderbilt admissions might recalculate a GPA from high school to equalize the many different scales used by high schools.
I suspect Brad and other admissions counselors are seriously covered up as they make the mad dash to final decisions, but you could probably call the admissions office sometime after the middle of next week for a specific answer. In speaking with admissions about a deadline question several years ago, the officer asked me some questions about my child and one was about the class rank. I don't know for sure, but I thought they used this tool as a way to put you in the context of your class as much as your GPA. The comment made to me at the time was that top 10% was almost essential (I'm sure there are some exceptions such as athletes and others with special talents/hooks), but top 5% was even better. That was at a time when application numbers were significantly lower, so I suspect those parameters may have changed somewhat accordingly.
