Campus Tour: Yes - There are 4 undergraduate students leading tours and you can choose your tour guide. The tour only stops at like 6 different places, so you would actually see more of the campus by walking by yourself

Campus Visit Notes for University of California, San Diego
I visited UCSD with the idea that I probably wasn't going to apply there (since it it's out of state for me). I came away thinking I am probably going to apply there now.
It was kind of hard to find the place where the tours started, but that was good in a way b/c I got to see more of campus than I did on the tour. My tour guide was really helpful and answered all of the questions we had. She also told us little things like where to buy notes for class, the different festivals and activities on campus, and random other tidbits that you would not know from reading guidebooks. She gave us a complete introduction to each of the 6 colleges and their distinctive personalities, which really convinced me to apply to UCSD.
The campus tour shows you barely any of the campus. If you really want to make the most of your tour, be sure to explore on your own a little bit before or after the tour.
Dining/Restaurant Recommendations or Comments:
In downtown San Diego:
- Blue Ginger (Chinese)
- Sammy's (pizza)
- any of the seafood places right by the waterfront
- my tour guide said the restaurant by the LGBT center was good
Other Comments (Transportation, local attractions, parking, etc.):
Definitely visit San Diego while you are there if you can. Visitor's parking is a bit confusing- be sure to park only in spaces that say "V"
