UCLA Film School?

How does their undergrad program work? I know it's only a 2 year curriculum, so do they encourage kids to just transfer after two years at another school?
Can you not even apply to the film school as a Freshman?

Thanks for the comments/advice

You cannot apply as a freshman. You need two years of general education requirements first. While I understand they take transfers, they favor those from UCLA undergrad.
