So if the course description says "not offered in 07-08" and has no further comments...does it mean it's gone/canceled? What happens to that class?

Sometimes that may mean a class is slated for deletion, but not very often. Usually such courses are offered every other year. Sometimes there's been two years between classes, but that's usually because an every-other-year course has just one prof who teaches and that prof is on leave (profs have to take a year off every 7).

Here is the website for the committee on curriciulum and instruction. You can find the 08-09 schedule as well as the new courses added and courses deleted/temporarily removed on the summary of changes page.
