I probably should have said 50% rather than "fair" and 90% rather than "good". Right now it is awful hard to judge the chances of someone being able to get accepted as a transfer to a CSU unless their GPAs were really high (over 3.7) or really low( under 2.5) because of the steep budgets cuts the state imposed on the CSUs over the past two years forcing them to cut enrollment by 40,000 students. That has resulted in a situation where it often takes a higher GPA to get into certain CSUs if you are not in their service area than it takes to transfer to a UC which do not have service areas. The new budget proposal would restore enough funds for the CSUs to admit about 30,000 more students. If it passes it will reduce some of the competitive pressure for transfer students applying to CSUs.
