Chance of Transfer?

I was absolutely terrible in high school, and won't even get into my HS gpa, but my SAT was a decent 1710 (570 in each category). Anyways I'm a political science major about to enter my second year of college, but I'll be a junior because of a combination of summer school and clep tests. My cumulative gpa is 3.56 Binghamton has been in my sights for a while, but I was wondering if anyone thinks I could take it further to the likes of Cornell or Columbia. I live in Upstate, NY, and would appreciate staying close to home, so probably wouldn't want to go all the way to California or anything like that, but if great opportunities present themselves I'm open to anything. How do my chances look?

Oh a few details I left out: my current college is Buffalo State, it's awful.
I play football.
I'm a member of student government.
