Chance me, financial aid is critical!

Hey everyone, I was looking to get chanced for a wide range of schools. Due to financial struggles in my family, savings for college were used for medical bills due to some family problems so I'll need a lot of financial aid. Even to my local flagship, the cost of attendance is about 23k a year and the new maximum scholarship offered is 9k leaving me with almost 60k in debt for undergrad. I'm adamant on being a doctor so I'm trying to minimize undergrad debt while still getting a reputable education. The colleges I'm looking at right now is long but the 2 instate (with an *) I've applied to and been accepted and the free applications (with a #) I'm applying because they are free and was advised that it couldn't hurt:

*Arizona Centennial Honor Band (Performed for the state's 100 birthday, selected
out of 20,000 eligible students)
*Walt Disney Co. "Ears 4 the Arts", invited to record soundtrack instrumentals at the
Disneyland sound stage.

-Toys4Tots(200 hours of volunteering at the hospital and raising money and supplies for kids in the emergency room to occupy their time. I used IB Spanish knowledge to communicate with families that spoke little to no Spanish to improve the quality of their visit to the emergency room.)

-Musical Theater (4 years of playing in pit orchestra, doing stage help and performing on stage. I worked my way up from because I had never taken a vocal lesson before and on a whim auditioned for the show.)

-Scholar's Bowl (2 years, 2 year Team Captain [max])
-Cross Country (4 years, 1 year varsity)
-Boy's State Delegate:

Is your EFC really low? Do you qualify for need-based aid? Or do you need merit-based aid?

My EFC is pretty low, it's around 5k so I do qualify for need-based FA that's why I applied to a lot of private schools. My merit scholarships aren't gonna get me too far cause I took my final ACT and was a quarter of a point off from a 32 which is the cut off for a lot of merit scholarships. Although I do 1 final SAT in a week but I'm not expecting radical changes in my scores. (I will have taken SAT's and ACT's 2 times each)
