Ucr chances for low gpa?

i'm an Asian student in very competitive high school in LA county.
My GPA is 2.93
my SAT is 1700 (trying one more time on December 2012)
I have 2 leaderships from clubs
I have about ...1500 hours so far for volunteering.

i have a very unique essays, about the fair trade store that I volunteered in.

I'm trying for UCR and UCM.
any chances?

most of my UCs r just for a hack of it, wishing for a miracle to happen lol
I'll be happy as long as I don't go to the worst CSUs or CC.
