I don't know whether or not you know much about Uzbekistan, but it is considering a developing, ie third world, country. It suffers from an oppressive government severely lacking in human rights. The leader of the country tortures people... It is a 3rd world country in terms of press freedom, political rights and civil liberties.

Those two countries, their major allies and satellite-states were called the first and the second world, respectively. The rest of the world was called the third world.
