Your ACT score is solid, and you have a demonstrated record of leadership with those extracurriculars, but unfortunately, many colleges place more emphasis on GPA than anything else in the application. I know Oneonta wants at least a GPA = 91 and I mean all admissions committee usually have some flexibility in terms of GPA and SAT/ACT cutoffs, but 83 is still fairly low for most college standards. I'm not saying you do not have a chance because you certainly have other strong aspects in your application, but that 83 GPA is gonna raise a red flag.
