Kind of ashamed, but here it goes...

Here it goes,

Male Asian... born in Brazil!!!. I hate being Asian hahaha I wish I could change my last name to ".... da Silva" lol

Accumulative GPA: around 3.9 UW, 4.3ish W
SAT I: 630 on all of them lol... - going to take a prep course this time and retake it...
SAT IIs: yet to take all of them, choosing:
Math IIc estimating around 650+, Mandarin 700+, Spanish 700+, Chemistry or Physics 650+

Summary:
9th: mostly A+'s for Portuguese Advanced Level 1, Bible 9, Computer Basics, Physical Science, English 9, Geometry Honors, World History 9, Physical Ed, Choir

10th: mostly A+'s for Portuguese Advanced Level 2 Honors, Bible 10, World History 10, Computer Applications/Office, English 10, Algebra 2 Honors, AP Bio, Drama

11th: mostly A's for APUSH, English 3 Honors, Pre-Calculus, Spanish IV, Chemistry Honors, AP Comp Sci

12th: going to take AP English, AP Calc AB, AP Spanish, AP Chinese, AP Physics, AP Chemistry, maybe AP Psych for fun

AP scores:
APUSH - 4, AP Bio - 4
AP Comp Sci A - 2... I know... pathetic but not gonna argue here...

EC's:
in Brazil - Futsal (indoor soccer) JV 1st place in 30 years (9th),
American Christian Schools International Knowledge Bowl - team captain, 1st place (9th)
Choir (9th)
Technical Director for school play (10th)
IASAS Soccer Tournament in Bangkok (10th)
Intensive Mandarin at a National Taiwanese University - 3 semesters and prior to this, 8+ years of Chinese classes
24+ hrs community service in Brazil
Webmaster, multimedia instructor, video editor at a private Mandaring Training Institute in Taiwan.
Development of educational Flash material for a private institute

I know, these are NOT good at ALL compared to all of you guys, who have state/regional/national awards of all kinds, near perfect scores, etc.
Majors might be the following: International business, Information Technology, maybe biomedical
My intention is to attend college in California, second choice in Georgia... though I'm all out of state.
List:
ANY of the UC's if possible
Penn State U. - U. Park
Pepperdine University
Any other universities in California I should be looking for?
U. of Illinois Urbana Champaign
U. Washington
Georgia Tech
University of Georgia
University of Florida
Purdue University - West Lafayette

If possible, which college would offer more financial aid?

I've never been to the US except visiting, therefore no state residency. But what if I say I plan to spend part of my senior year in California to get residency?

Spending a year in California will not, by itself, get you residency for UC purposes. It's very hard to establish residency.

Could we forget the fact about permanent residency please?
Say I'm OOS, so what are my chances for UC - Irvine, San Diego, Davis, and Santa Barbara?
I know SAT I is extremely freaking low, but I'm gonna retake it again this October and this time I won't get only 4 hours of sleep before the test day lol.
My grades are all A's, around 4.5 weighted, since almost all of them are honors and APs. So what are my chances?

You shouldn't have too much of a problem getting into a UC except for maybe CAL/UCLA. Make sure to take the Math Lvl2c, it's required by all UCs.

However, applying to a UC OOS/International is expensive, you may want to reconsider.

yeah, I know it's gonna be expensive. What other options are there? consider the majors: computer science (IT), management
