Good student & high GPA/Not a good test taker & low scores on SAT & ACT

My GPA is 3.8 & I am in the top 10% of my class at a large very good public school. I have sports, leadership and volunteer work to include in my applications. My SAT score is 1590 and I have taken it twice. My ACT result (writing scores not rc'd yet) was 22. Obviously, standardized testing is not my strong point. Should I apply to my state university for early acceptance now or plan for tutoring and retake the ACT again? I've been told that applying now greatly increases your chances of acceptance.

I would take the ACTs again..sit down and practice, practice, practice. I'm also getting a tutor.

tutoring and take it again, you can work to it.
