Is May too late to apply? (transfer student)

I went to a community college for 2 years and want to transfer out to a 4 year... is this going to be difficult? I havent even applied anywhere yet. I had things going on in the beginning of the year...But now I want (need) to apply to a few schools.

My gpa was bad first year at the CC with a 2.2. But now it is probably going to be about a 2.8 or so.. I went up every semester, and am a transfer student.. those are basically all I have. Will that be enough to get into a public state school at this late in the year?
