Add both Emory and University of Richmond to that list. They both have excellent business schools. Both give merit scholarships although Emory Scholars is neigh impossible to achieve and I'm not sure if internationals are eligible. However, Richmond offers very good merit aid that international students are eligible for. Keep in mind, it is also very competitive.

Wow, you definitely need to delete some of the schools on your list. But at this moment:

C William and Mary - reach
Cornell U - reach
Fordham U - slight match
Grinnell C - reach
Indiana U Blooming - match
James Madison U - match
New York U - reach
Pepperdine U - slight reach
Purdue U - match
Rice U - reach
Syracuse U - slight match
U Calif Irvine - slight reach
U Calif Los Angeles - reach
U Florida - slight match
U Illinois Urbana - slight match
U Maryland Coll Park - slight match
U North Car Chap Hl - reach
U Texas Austin - slight reach
U Wis Madison - reach
Washington U St. L. - reach

I recommend you do not apply to public universities if you are an International student who needs a financial aid. Re-evaluate your college list, especially the reach schools, and look more into private universities or Liberal Arts colleges.

I'd point to University of Virginia [McIntire]: #2 overall (behind Wharton), with a strong marketing program (#3 nationally).

Another school in Virginia, College of William and Mary [Mason] ranks #29 overall, but #2 in marketing.

If your SATs were higher, you'd have a better chance. Try to get at least a 2150.

If you really want to research, I suggest you look at these two links:
Undergrad B-School Rankings: Interactive Table
-AND-
Undergrad - BSchools

Urbana-Champagne looks like a match to me, if neither of these two interest you. Good luck.

try liberal arts colleges--they give a lot of aid for international students. for that, of course, you'll need to be an economics major because there's no liberal arts college with a business program. you can always do an mba later, and having an economics degree is basically the same with having a business degree.

check the usnews ranking, look at the top 20--all those schools are pretty nice. though you'll really need to increase your SAT scores to enter one of them, to like 700s or high 600s.
