Your GPA should be okay for most UCs. Just do well on your SATs, build up your ECs a bit, and if you're in-state, you'll have a chance at all of them.

Licia, not sure where you come up with that. The top tier UCs- UCLA, UCB, UCSB are going to be looking for SATs in the 700s and a GPA at least 3.8.
OP, take a look at the stats on the UC website...they calc your GPA according to their formula.

if you get your SAT scores up in the 600 range you should be fine for UCD and UCI

None of them really "look" for a certain score. The top tier UCs, by the way, are Berkeley and UCLA with UCSD trailing behind. Berkeley's median SAT is a 2060 and UCLA's a 2000 or so.

Write some killer essays, join clubs that interest you and keep your grades up and you could totally get into UCD. Somebody once told me that SAT's wont accept or reject you they are just there. I got into UCB with a low SAT (like below 1800) while my friend who had a 2150 got rejected. The main difference was she only spent a couple of days on one essay and I had straight up killer essays.
