Q:Peer-evaluation and Teachers' recommedation

some questions on these two things.

1. how am i supposed to send the peer-evaluation (written by one of my friends) to colleges? include in my resume or ask my friend to send?
2. a pretty dumb question: some of my teachers had written teachers' recommendation letters for some direct admission thing. should i include those in my resume?

    For #1--I would give the friend an addressed, stamped envelope.

    I don't know the answer to #2. Perhaps it is specific to one specific college? Ususally recommendations are sent directly by the school. Would providing envelopes for the teachers make sense as well?
