I was rejected and I will consider reapplying as a transfer for my sophomore year. Are there any obvious steps I should take to enhance my chances, for example retake SAT or ACT?

    totally depends on what you got on your SAT/ACT. Best thing to do is to go to whichever school you are going to be attending, try to enjoy it, get involved on campus, get good grades.
