    I just looked this up on the ASU website as I had not heard of it before. ASU is a rolling admission school. As such, it has neither ED (binding) nor EA(non-binding) application dates. Looks to me like this is just a new priority deadline for application that includes some new incentives and priority for scholarship consideration. Through it, you identify yourself to the school as interested and they can then try to convince you to enroll.
